    A New HealthSpring Offering, Backed by Experience

    HealthSpring will begin offering individual and family plans compliant with the Affordable Care Act for plan year 2028. Consumers may shop for the plans during the 2028 open enrollment period. While this is a new chapter for the HealthSpring brand, our organization brings extensive experience with ACA plans and an established Medicare portfolio.  
     
    As we prepare to expand the HealthSpring brand to include ACA plans in Alabama, Florida and Tennessee, we’re focused on building a provider network grounded in local relationships, stability and long-term connections between members and their providers.

    Who is HealthSpring?

    HealthSpring is part of Health Care Service Corporation, the country’s largest customer-owned health insurer with nearly a century of experience. In 2025, HCSC purchased the Cigna Medicare business. We began serving members under the HealthSpring brand in 2026.


    Why is HealthSpring expanding?

    HCSC has been committed to serving the ACA population since the inception of the marketplace and we want to offer access to affordable, quality care to members served by HealthSpring.


    Where are you offering HealthSpring individual and family plans?

    Plans will be available in 2028 in 46 counties in Alabama, Florida and Tennessee.


    What type of plans are you offering?

    We’re offering EPO plans. EPOs offer a cost-effective option for members with access to a focused network of providers, no referrals needed for specialists, and in- and out-of-network emergency care.


    How is an EPO different from a PPO or HMO?

    A PPO plan provides coverage for in-network and out-of-network care. Members pay more if they receive care from out-of-network providers. PPO members do not have to select a primary care provider. Referrals are not needed for specialists.

    An HMO plan provides coverage for in-network care only, except for emergency care. Emergency care is always covered at the in-network benefit level. HMO members must select a PCP. The member’s PCP coordinates all nonemergency care and provides referrals to specialists as appropriate.

    An EPO plan is a blend of a PPO and HMO. Like an HMO plan, an EPO plan provides coverage for in-network care only, except for emergency care. Emergency care is always covered at the in-network benefit level. Like a PPO plan, members with an EPO plan do not have to select a PCP and do not need referrals to see specialists.


    What rates are you offering for participation in the individual and family network?

    You can expect competitive rates for this population. Our goal is affordability for our members while compensating providers fairly.


    If I’m already contracted with HealthSpring Medicare Advantage, do I need to sign another contract for the new marketplace plans?

    We will work with you to negotiate language that is appropriate and applicable for participation in the new marketplace plans and documented in a mutually agreed-upon format. If you’re already contracted with HealthSpring Medicare Advantage, that relationship will remain in place according to its current terms.


    I have a value-based care arrangement with HealthSpring. Does that apply to a contract for the individual and family plans?

    No, your VBC arrangement with HealthSpring is specific to Medicare Advantage. If you desire to enter into a VBC arrangement with HealthSpring for IFM, that opportunity may be available.


    What’s your time frame for contracting?

    We will begin contracting in 2026 with plans to finalize the network by early 2027.


    When will you publicly announce the HealthSpring expansion into the individual and family marketplace?

    We will make this new offering public before the 2028 open enrollment period.
